Pastella (Moroccan Shepherd's Pie)

Pastella was a Shabbat favorite in our household. My mom loved it because it meant there would be leftovers (a night off from cooking). I loved it because it meant running home from school to taste-test every layer she crafted with love and flavors. I can smell the cumin taking over the entire house now.
